William F. SchroederWilliam Frederick (Bill) Schroeder of Boise, ID, formerly of Vale, OR passed away on October 20, 2015 at St. Luke’s Hospital, Boise of heart failure. His funeral was at Immanuel Lutheran Church, Boise on October 24, 2015.
Bill was born in Chicago, IL to William A. Schroeder and Laura Louise Kolb on September 25, 1928. He was raised by his parents in Chicago. At 20 years of age Bill was a graduate of the University of Chicago and Valparaiso University School of Law, Valparaiso, IN. He married Alberta Wienhorst on January 7, 1950. In January 1950 he was admitted to the Illinois State Bar and remained a member for many years. Following their marriage in Chicago, Alberta and Bill moved to Vale where Bill was admitted to the Oregon State Bar in 1951. He served a term on the Oregon State Bar Board of Governors and served as Vice President. He also served the Oregon Bar on the founding board of the Professional Liability Fund, and received the Oregon State Bar Order of Merit in 2000. At his death he was a 50+ year member of the Oregon State Bar continuing to practice law in Vale. Bill also was admitted to practice before the U.S. Circuit Court of Appeals for the Ninth Circuit, many federal agency courts and the U.S. Supreme Court.
Bill was a legal expert/litigator in public lands, water and mining resource issues. His writings/essays and speaking engagements before resource organizations, colleges and universities spanned more than half a century and are published throughout the western U.S. Bill held expertise and insight in the role and scope of administrative governmental agencies and/or the interpretation and application of various federal and state laws affecting the use of natural resources that ran from the date of passage, agency establishment to current regulation.
An advocate of eduction, Bill was a member of the Vale High School Board and the charter board of Treasure Valley Community College in Ontario, OR. Other community volunteerism included Vale City and Malheur County boards and as scoutmaster for the Boy Scout troop sponsored by Grace Lutheran Church. As his law practive allowed over time, Bill and Alberta enjoyed travelling the U.S. and many foreign countries.
A lifelong Lutheran, Bill was active in the founding and growth of Grace Lutheran in Vale and upon Bill’s semi-retirement moved to Boise, to become a co-member of Immanuel Lutheran. He is survived by his wife of 65 years Alberta and their six children, Laura (Scott Borison), Paul W. (Suzanne), John T. (Margaret Lezamiz), Katherine (Thomas Gustafson), Wm. Alan (Diane) and Sara (Kevin Votava); and 14 grandchildren: Rob and Therese Ure; Sonja (Adam) Jung; Garrett (Jenny) Schroeder; Kate (Aaron) Klein; Luci and Paul T. Schroeder; Clara, Anna and Peter Gustafson; Jean and Sean Schroeder; Laura and Mary Votava; as well as 8 great-grandchildren.
Bill required much, gave generously, lived full of the Spirit, and reminded each of us: “Everyone to whom much was given, of him much will be required, and from him to whom they entrusted much, they will demand the more.” Luke 12:48.
Memorials in Bill’s honor may be made to the Immanuel Lutheran Church Organ Fund, Boise; the Schroeder Vale High School Scholarship Fund, Vale, or to a memorial
